Vietnam is worth a test if you can produce content in Vietnamese and sell through the two marketplaces that run online retail there. It is a weak fit for English-language arbitrage and a closed door for iGaming.

Shopee and TikTok Shop took roughly 97% of Vietnam’s platform GMV in 2025, according to Metric data reported by KrASIA. So most vietnam affiliate marketing money moves through two programs with their own ID checks, tax handling and house rules. Several of those rules changed in 2026, which is why this guide spends more time on what to verify than on what to promote.

Vietnam Affiliate Marketing in 2026: What Makes This GEO Different

Reach is not the issue. DataReportal counts 85.6 million internet users, 79.0 million social media identities and 137 million mobile connections at the end of 2025. Everyone you want is on a phone.

The structure of the market matters more. Metric put 2025 GMV across Shopee, TikTok Shop, Lazada and Tiki at VND 429.7 trillion (about $16.4 billion). Shopee held over 56%, TikTok Shop over 41%, and Lazada and Tiki together about 3%. Across Southeast Asia, Momentum Works says the three big platforms hold 98.8% of platform GMV, but in Vietnam the third one has been squeezed almost out. If you are used to Indonesia, where TikTok Shop absorbed Tokopedia, or to a Lazada-plus-Shopee split, the Vietnamese ecommerce affiliate picture is simpler and more concentrated.

Discovery happens in video. Momentum Works puts content commerce at $49.7 billion, or 32% of Southeast Asian platform GMV in 2025. In Vietnam, TikTok and Facebook carry more than 90% of influencer campaigns, according to AnyMind figures summarized by REVU (62.9% TikTok, 28.6% Facebook).

Localization is the other difference. Vietnamese is written with stacked tone marks, so machine-translated ad copy reads as machine-translated. Messaging runs through Zalo, which VNG says has 78.3 million monthly users, not through WhatsApp, LINE or Telegram. Thai or Indonesian assets do not carry over.

How Affiliate Marketing Works in Vietnam

Five models cover almost everything, and they behave differently.

Marketplace affiliate. You earn a percentage of the net value of completed Shopee or TikTok Shop orders. You do not control checkout, price or the customer relationship, and the platform decides what counts as a valid order.

KOL/KOC creator affiliate. The same programs, but built around a face and an audience. Shopee separates KOL (at least 5,000 followers on TikTok or YouTube, or 10,000 on Facebook or Instagram) from KOC (everyone else). TikTok separates Link-Share Only creators from Affiliate creators. Your asset is the account.

Affiliate networks. Accesstrade, Ecomobi, MasOffer and Involve Asia bundle brands and pay per sale, lead or qualified lead. Accesstrade, by its own description, runs separate Affiliate, D2C, KOC, Mobile and Finance units. Finance and app offers mostly live here, and the network sets approval and lead-quality rules.

Direct brand programs. Better terms at volume, but you need Vietnamese contracts, invoicing and someone who can negotiate in Vietnamese.

International offers aimed at Vietnamese users. The cheapest to start, since you can reuse your tracker and funnels. They also carry the highest risk of paying for traffic that cannot convert because the landing page or payment step assumes a Western visitor.

The legal frame changed in 2026. Law No. 122/2025/QH15 on E-commerce, in force since 1 July 2026, is the first statute to regulate affiliate marketing. Summaries say affiliate marketers must give identity information to the service provider, refuse to work with platforms officially flagged for violations, and remove links on request. Separately, the amended Advertising Law, effective 1 January 2026, requires KOLs and KOCs to verify the advertiser, avoid products they have not used or understood, and disclose paid promotion before and during it. Treat both as the baseline for vietnam affiliate marketing regulations.

Best Affiliate Verticals in Vietnam

Ecommerce. Why: it is where the volume is. Model: short video, live selling, honest reviews, or search-led “best X” pages linking to Shopee or TikTok Shop. Difficulty: commission is a share of net order value after vouchers, so per-order income is small, and cancelled or returned orders pay nothing.

Finance and fintech. Why: wallets, cards and loans are mobile-native, and networks run dedicated finance units. Model: comparison content and search intent, plus Facebook or Messenger funnels where ad policies allow. Difficulty: you are paid for qualified leads, not form fills, so expect rejections, strict advertiser approval and drop-off at identity verification.

Apps and mobile. Why: Vietnam is mobile-first, and app offers need no localization of a physical product. Model: short video and network-run install or action campaigns. Difficulty: networks police install quality, and attribution gets messy inside in-app browsers.

Travel, SaaS and education. These reward Vietnamese-language trust-building: reviews, comparisons, YouTube. They suit publishers more than arbitrage. Public payout benchmarks are thin, so judge them offer by offer.

iGaming. Skip it for Vietnamese players. Gambling is illegal for citizens outside a handful of licensed venues, and online gambling is treated as a crime under the Penal Code, as Vietnamese legal guidance on Official Dispatch 196/TANDTC-PC explains. Shopee’s own terms list gambling promotion as prohibited conduct.

Best Traffic Sources for Vietnam Affiliates

TikTok. The native route for ecommerce. For marketplace offers, TikTok is both traffic source and checkout, so the job is creative volume in Vietnamese. TikTok’s ad tools show 76.1 million adult users, though ad reach is not the same as active users. For off-platform CPA, TikTok is a top-of-funnel source that needs a fast, local landing page.

Facebook. Meta’s ad tools show 79.0 million users and Messenger 57.8 million. In practice that means pages, groups and Messenger funnels. Shopee reviews and approves each channel you register, so do not assume a fresh page is accepted.

Google Search. The durable option for finance, travel, SaaS and comparison content. Keyword research needs Vietnamese-language writers, and many queries are typed without tone marks, so test both spellings. Shopee bars bidding on its brand terms.

YouTube. Google’s ad tools show 62.1 million users in Vietnam. Long reviews and comparisons convert slowly but keep working. Fits creators and publishers, not quick tests.

Native, push and pop. Only for off-marketplace CPA. Public data on inventory quality in Vietnam is thin, so treat it as a small paid test. Never point it at Shopee links: its terms prohibit pop-ups, pop-unders, iframes, cookie dropping and forced redirects.

Local communities. Zalo and Facebook groups carry real recommendation weight. Shopee requires written approval before you promote through email, SMS or equivalents such as ZNS (Zalo Notification Service).

Mobile vs Desktop Traffic in Vietnam

Build for the phone and check desktop later. With 137 million mobile connections and a median mobile download speed of 152 Mbps (Ookla, via DataReportal), network speed is rarely the bottleneck. Page weight, script load and the number of steps are.

Most clicks from TikTok, Facebook and Zalo open in an in-app browser. Cookies and redirects behave differently there, so test the whole path on real devices before trusting any numbers. Marketplace tracking is mostly out of your hands. Shopee’s terms say it tracks through its own system using cookies and device identification, and nothing there promises a postback, so assume your tracker sees clicks and Shopee’s dashboard sees sales. Desktop still matters for search-driven finance and comparison traffic that involves long forms.

Payments for Affiliate Campaigns in Vietnam

On Shopee and TikTok Shop you do not own checkout, but payment behavior still hits your income. A TGM Research survey cited by 2C2P found up to 35% of Vietnamese consumers still prefer cash on delivery for some online purchases. COD means more refused parcels, and Shopee excludes cancelled, rejected and returned orders from commission.

Clean event tracking becomes especially important once you move beyond marketplace reporting. We cover the most common affiliate postback problems and why missing conversions can distort campaign decisions.

Off-platform, the question is whether the offer takes what Vietnamese users actually carry. The same source reports MoMo at 69% and ZaloPay at 44% wallet penetration, and says NAPAS handled at least 15 million VietQR transfers a day in 2025. For subscriptions or paid trials, an offer that accepts only foreign cards will lose a large share of clicks at the payment step. For finance, the equivalent friction is bank-account and eKYC steps.

Getting paid matters too. TikTok requires identity verification before creators can withdraw earnings. Shopee sets a minimum payout of VND 10,000 and reconciles monthly. Enterprises are paid roughly within 30 working days of valid invoices, per the January 2026 terms.

Vietnam Affiliate Taxes in 2026

This is not tax advice, and no single rate applies to everyone. What you owe depends on your status, the platform and where you are resident. Shopee’s January 2026 terms recognise four statuses: individual, business individual, household business and enterprise.

Shopee. For ordinary individuals, Shopee deducts, declares and pays personal income tax on your behalf. For business individuals and households who delegate invoicing, Shopee withholds and declares under Circular 40/2021, with a clause that newer law overrides it. Enterprises are paid against invoices, and a partner based outside Vietnam stays liable for Vietnamese corporate income tax on commission; Shopee deducts contractor tax where required and issues a certificate. Foreign-resident partners must perform the services entirely outside Vietnam. Annual tax finalization remains your job.

TikTok. Decree 117/2025, in force since 1 July 2025, makes platforms withhold tax on sellers’ sales. That covers sellers, not creator commission. For creators, TikTok’s Vietnam documentation says corporate sellers can withhold personal income tax from commissions, with a default of 10%, subject to the seller agreement and current regulation. Creators who submit no tax information may be withheld at the highest applicable rate. Foreign creators use their passport number as the tax code.

What changed in 2026. The revenue threshold below which business households and individuals owe no personal income tax rose from VND 200 million to VND 500 million from 1 January 2026, and Decree 68/2026 sets out how they declare. The revised personal income tax law takes broader effect on 1 July 2026, and implementing guidance is still arriving. Whether commission earned by a foreign individual for content produced abroad counts as Vietnamese income is a question for an accountant who knows both jurisdictions.

Shopee Affiliate Vietnam

Everything below comes from Shopee’s affiliate terms dated 16 January 2026. Check the Help Centre for newer versions, because Shopee can change them unilaterally.

Eligibility. KOL/KOC accounts are open to individuals, business individuals and household businesses, but not companies. Companies use the KOL Enterprise, MCN or Short-tail routes, and sellers have their own seller-affiliate program. You may join under only one type and hold one affiliate account.

Commission mechanics. Base commission equals net order value (after discounts, vouchers and Shopee Xu) times a category rate that Shopee sets. Xtra commission, funded by sellers, and bonus commission sit on top. Shopee says these rates are set by algorithm and vary by time, category, product and whether the buyer is new. Cookie retention is seven days for app and web. Older third-party guides still quote 30-day windows and fixed caps, so trust the official text.

Restrictions that bite. You cannot promote products or links from Shopee’s competitors, named as TikTok, Lazada, Tiki and Sendo. In effect, that rules out running Shopee and TikTok Shop links inside the same content. Gambling, tobacco and weapons are banned, and so are forced redirects and brand-keyword search ads. Multiple accounts on one device get flagged, and an account with no results for six months can be closed. Fraud can cost 30% of past payments plus up to VND 10 million per violation. Disputes go to VIAC arbitration in Ho Chi Minh City, in Vietnamese, and only the Vietnamese text binds.

Who it suits. Creators and content publishers with Vietnamese-language reach. It is not a network: no negotiated payouts, no postbacks, and the platform judges every order. Plan around that.

TikTok Shop Affiliate Vietnam

The model is simple. Sellers pick products and set commission rates, per TikTok’s Vietnam seller terms, and creators earn when viewers buy through videos, LIVE sessions or showcase links. Content creates the discovery, the in-app checkout closes the sale.

TikTok’s Vietnam academy page, updated in July 2026, lists the entry requirements: at least 1,000 followers, age 18 or older, content that follows community guidelines, and no earlier revoked e-commerce permission. Vietnamese citizens verify with a chip-based CCCD and a tax code. Foreigners use a passport plus proof of a Vietnamese address. Only Affiliate creators can add products to videos and LIVE or request free samples. Link-Share Only creators are limited to links. TikTok’s Vietnam policy notice also sets a minimum promotion quality score of 3.5 for Affiliate creators. TikTok’s US pages cite a 5,000-follower threshold for the marketplace, so read the page for your own region.

TikTok Shop makes more sense when you can produce Vietnamese video or live content, the product is low-ticket and visual, and you accept that the platform owns the audience data. It makes less sense when you scale with paid traffic and a tracker, need negotiated payouts, or sell finance and app offers. Disclosure and “use it before you recommend it” duties under the Advertising Law apply to every sponsored video.

How to Choose Affiliate Offers for Vietnam

Before setting a test budget, use the break-even CPC framework to turn the offer payout and expected conversion rate into a maximum sensible click cost.

Score each offer on the same list before you buy traffic:

  • GEO eligibility. Is Vietnam actually allowed, and does the advertiser serve Vietnamese users in their language?
  • Payout basis. Percentage of net order value, fixed CPA, or qualified lead? Net value shrinks with vouchers.
  • Payment methods. Wallet, VietQR and bank transfer, or foreign card only?
  • Mobile flow. Count the steps from click to conversion on a mid-range phone.
  • Approval. Who approves your channel, and for how long?
  • Tracking. Postback, or dashboard-only reporting?
  • Refunds and chargebacks. What gets reversed, and when?
  • Localization. Native Vietnamese copy or translation?
  • Brand restrictions. Competitor bans, keyword rules, forbidden claims.

How to Test an Affiliate Campaign in Vietnam

  1. Choose the vertical you can actually localize, not the one with the loudest payout.
  2. Choose the offer using the checklist above.
  3. Validate the traffic source. Confirm the channel is approved and the content rules allow your angle.
  4. Localize the creative in natural Vietnamese, ideally by a native speaker.
  5. Localize the landing page, including currency, tone marks and trust signals.
  6. Verify the payment flow with a real local payment method.
  7. Configure tracking. Fix missing conversions before spending; these postback failure modes are the usual suspects.
  8. Define testing economics. Decide in advance what counts as success and when you stop, using the logic in how much to spend before killing a campaign. Set your own number from your break-even.
  9. Measure CTR, CVR, EPC and CPA where the model gives you the data. On marketplaces, you may only see clicks and platform-reported orders.
  10. Decide. Scale what clears your break-even, cut what does not, and do not rerun a failed test with a new color scheme.

Common Mistakes When Entering Vietnam

  • Treating Vietnam like Thailand or Indonesia. Platform shares, messaging apps and payment habits differ, so the winning setup elsewhere does not transfer. Rebuild from local data.
  • English-only creatives. Users scroll past them, and translated text with wrong tones looks like spam. Use native copy.
  • Ignoring local payment behavior. Foreign-card-only checkout and COD returns both drain conversions. Test the payment step with local methods.
  • Choosing offers by payout alone. A high rate on a leaky funnel loses to a modest rate on a clean one. Score the whole flow.
  • Buying cheap traffic before checking conversion. Cheap clicks are only cheap if they convert. Validate the page and payment path with a small test first.
  • Ignoring tax. Missing tax details can mean withholding at the highest rate on TikTok, and a wrong status on Shopee affects payouts. Sort out status and documents before you scale.
  • Ignoring platform rules. One competitor link or an unapproved SMS push can end an account and trigger clawbacks. Read the terms of each program.
  • Assuming marketplace affiliate and CPA work the same way. Orders are judged by the platform, rates move, and there is no postback. Manage it as a content business.

Is Vietnam a Good Affiliate GEO in 2026?

For some models, yes. For others, no.

The strongest fit is a creator or content-led ecommerce affiliate with Vietnamese-language capability, selling through Shopee or TikTok Shop and able to pass identity and tax checks. The market concentration is a feature there: two programs, clear rules, and a huge discovery engine in video. The cost is dependence on platforms that can change commissions and policies overnight.

The middle ground is finance and app CPA through local networks. It can work, but lead quality rules, approval and the need for native-quality creative leave little room for copy-paste arbitrage.

The weakest fit is a foreign media buyer running English assets on cheap push or pop traffic. iGaming is off the table for local players on legal grounds.

If you cannot produce Vietnamese content and cannot verify identity and tax on the platforms, wait. If you can, start with one marketplace, one content format and a defined stop rule.
